VDS : a model of rural development

On last 23-24th October, I was in Hyderabad in a meeting of NCRI. I gladly accepted the guest of Rajender Reddyji who is a eminent Gandhian fellow also holds state chief of Gandhi Global Family, member of AP Bhoodan Board and Chairman, Gandhian Group Education etc. Unfortunately he was absent in the city due to his pre occupied peace tour programme in north-east states but his associates takes very much care for me starting from receiving from train to droping in the station.

On 23rd about 3pm we visted the Vinoba Development Society[VDS] in Ibrahimpatnam of Rangareddy district about 25 km from Hyderabad, I found excited seeing the place sorrounded by hills with real nature blassed. By putting hardwork the team of VDS makes the place a model for rural development. Only four years have to be completed but you can find school with boarding of orphange children,greenary paddy field, big water reservoir, dairy firm and a big Goshala of cow,bull and other bovine which are recovered on the way to slaughter near about 700 such animals are cared more than domestic. Any poor villager who is not capable of purchasing a cow or bull can adopt and make use for his domestic purpose by submitting authentic proof about his or her need. when the donee feels can not manage for longer, he or she must return to the center but no way to be slaugtered.

The Secretary Mr Amba Dass said the center is in nascent stage more efforts needed to develop it a full model, taking a cup of tea, we returned from there. I can not forget the warm company of Naresh and Sriramalu and Padma Reddyji during my stay.

Odisha Reacts over Ana Hazare Arrest


Various civil society organizations and leaders of Odisha have shown their support and solidarity to the movement of Ana Hazare for a strong Jan Lokpal Bill.

The second phase program started from 4th August 2011, Hundreds of Youths were led a foot march from Cuttack to Bhubaneswar about 30 km, shouting slogans in support of the historic movement, at the end in Mahatma Gandhi Marg[Lower PMG] the draft lokpal bill of the Govt. had burnt.

On 9th August, on the occasion of Kranti Divas, Student, Youth and members of Odisha civil society bodies united near Ram Mandir square, Bhubaneswar and moved around the capital city with placards, banners and leaflet, they were trying to sensitize every passerby about the necessity of a Jan Lokpal from emancipation of devil corruption.

On the day of Independence Day, a candle march was organized in Master canteen square Bhubaneswar, as per the earlier appeal by Annaji to switch off the electricity light in every home of the country from 8 to 9pm. It has been reported a tremendous response in the State.

The much awaited D-day of the country seen on 16th August 2011, when Anaji and his team decided to fast indefinite and all knew what happened to him. In every corner of the Odisha, people from all sections were united and protest the unlawful action of the UPA govt. In the capital city of Bhubaneswar, indefinite dharana is continuing from 16th , everyday hundreds of student and youths joining the dharana place through a big rally from various corner of the city, same fasting continues by two persons here, 18 persons were taken into custody by police hence persons from different walks of life expressed their solidarity by joining the protest meeting, candle march also being organized in everyday evening. Supporting the cause the lawyers associations of High Court and other lower courts of the State voluntarily quit their work and came to the road. Even school children chanted slogans in support of Ana’s call. The spontaneous support has seen in the State, to take greater advantage from the situation, the most corrupt BJD party and old partner BJP of the State also staged protest in support of the bill. Even those who are the strong critique of Gandhi and his way of Satyagraha also now laid faith on this old weapon. Let us see when the 74 years Gandhian fellow wins the race.

Injured members of Mahila Mandal Seeks Justice

Sub: Complaint against the Perpetrators for severely torture to the anti-land acquisition members of Mahila Mandal in Angul district .

We the members of Mahila Mandal of Raijharan Gram Panchayat of Chendipada Block in Anugul district , Orissa beg to draw your kind attention that on 12th of July 2011, about 12 noon, the company officials of Jindal Steel & Power Limited[JSPL] and Monnet Power entered into the villages of   Raijharan Gram Panchayat for a public meeting regarding acquiring lands for their projects which irate the villagers and held them saying to call the district administration particularly the collector to answer of their long pending demands.

Around 7 P.M. about 300-400 armed policemen under the leadership of Anugul SDPO, Tahasildar and Nisha Silpanchal police In-charge Mr Subhanarayan Muduli entered  the place of Bhagbat temple in Raijharan village and made unwarranted lathi charged against the  women and villagers of where more than 40 persons including women were seriously injured. A bullet had entered into the leg of Sanjay Barik a 25 years old youth. Without giving prior intimation to leave the place, the police started the operation indiscriminately. They had used abusive languages against the women and became violent against the people.

 Around 12 o.clock at night, the police again entered into the said villages and targeted members of Mahila Mandal. They picked up the women from their home and started abusing in slang languages and beaten them up there. They had also threatened the villagers to face the dire consequences if they will protest against the companies in future.  Due to this inhuman attack, the private parts of the women members are seriously injured. The police completely sieged the connecting roads as a result the villagers couldn’t able to access the nearby hospitals for getting immediate treatments.
The companies like Jindal Steel & Power Limited, Monnet Power, Utkal Coal Limited [UCL] a subsidiary of IMFA and KCM are planning to acquire of our entire land to extract coal mines. This proposed project will directly displace the villages of Raijharan, Golagadia,Dhobamadhia and Kaunsidhip affecting the populations of more than 7 thousand and indirectly affected more than 20 thousand people of nearby villages. From last year onwards, these villagers have been continuously resisting against the land acquisition process in fear of loosing their land and livelihoods. The villagers are continuously demanding to hold talks with the governments, Instead of holding discussions, the company officials are entering into the villages to woo them by offering attractive false promises. This has raised the anger and anxieties among the people. On 12th of July 2011, when the company officers entered into the   villages, the people urged these officials with a demand to have dialogue with the government officials in their presence. This things raised anger among the official as their ill intention about illegally acquiring land will be comes to know publicly.
At this juncture we appeal the commissions’ intervention in the present issue urgently to protect the civil and democratic rights of ours with following demands …

1.     Urgent Intervene and impartially investigate the incident.
2.     Exemplary punishment against the culprit officials who had disrespected and neglected their duties
3.     Withdrawal of false cases against the villagers.
4.     Immediate order for medical treatment of the injured 
5.     Immediate withdrawal of police officials from the area.
6.     Scrap the proposed land acquisition process by the companies.

Many Arrested for Anti-Posco Stir

 Hundreds of anti-Posco activists arrested on Friday in Bhubaneswar when they were marching towards the chief minister’s residence, demanding scarping of the proposed mega steel project immediately by the Orissa Govt.

The two days Satyagraha ends with the arrest where twenty five leading people’s movement forum and civil society organization of the country took part to show their solidarity for the affected villagers of the proposed project.

Eminent Gandhian and the National Convenor of Azadi Bachao Andolan, Prof Banwarilal Sharma vehemently criticized the State govt. saying the govt. is violating its own law. He further said there is a law in the country that no project will come up within 5km as per the Coastal Regulatory Zone [CRZ] laws but in case of Posco project its completely ignored. The South Korean company aims to recover its whole investment of Rs 52 thousand crores within 8 years where remaining 22 years left to exploit the iron ore from the State @1.5 billion per year.

Mr Rabi Ray, the former speaker of Lok Sabha recalled his first protest in proposed project area in the year 2005 along with eminent sarvodaya leader late Manmohan Choudhry. If the Naveen govt. will continue for another couple of years, all the natural minerals will be finished soon, he cautioned.

The demands include withdrawal of police from the project area, repeal of 1894 Land Acquisition Act, respect the Forest Rights Act 2006, follow the recommendations of Saxena and Meena Gupta Committee appointed by the Union Ministry of Forest and Environment and scrap the MOU of captive mines and private port for the company.

Satyagraha Against Focefully Land Aquisition in Posco Project


Ekta Parishad and several civil society organisations of Odisha including Odisha Nagarik Samaj[ONAS] Odisha Janasameelani, Lok Shakti Abhiyan ,Gandhamadan Yuva Parishad etc. staged a weeklong Satyagraha against illegal land encroachment and atrocities on anti-posco villagers of  the proposed South Korean Posco project in Jagatsinghpur district of Odisha.

The Dharana started from 17th June 2011 at Mahatma Gandhi Marg, Bhubaneswar and culminated on 22nd June 2011, the day in which the MOU was signed between the Odisha Govt. and POSCO has been completed six years.

 Mr P.V.Rajagopal, eminent Gandhian, member of National Land Reform Council and President of Ekta Parishad addressed the public including media after visiting the proposed project site. In his speech he vehemently opposed the illegal land acquiring process by the Odisha Govt. and told the movement against the proposed project by villager is purely non-violent means but the district administration and police is continuously oppressing on the people who are denouncing to hand over their land to the South Korean Steel Plant. The govt. is violating its own forest rights laws; he suggested the Odisha govt. the land acquisition should be stopped and cancel the MOU immediately. Answering a question of media person about the involvement of children in the protest, he clarified no violation of child rights if the children protest with their parents to save their livelihood. It’s a kind of new training for them to save their livelihood by restoring their land, cited few examples how children were participated in the freedom struggle.

The enigma of allowing private port, captive mines and SEZ for a foreign company like POSCO needs to be disclosed publicly by the State Govt. where no single instances has seen in case of any nationalized steel ventures questioned Manoj Jena, a well known human rights activist of Odisha.

An action plans were suggested to continue the satyagraha in various ways by involving the affected people, rights activists, civil society members, taking the issue in different levels and platforms.

Among others who participated and spoke in each day are Swami Agnivesh, Prof Banwarilal Sharma of Azadi Bacho Andolan, Amarnath Bhai, former president Sarva Seva Sangh, Jatish Bhai,Mumbai, Prafula Samntara,convenor of Lok Shakti Abhiyan, Rabi Das, president, Odisha Janasameelani, Er Lalitmohan Pattnaik of Odisha Nagarik Samaj, Umaballav Rath, leader of Vedant Viswavidyala Sangharsh Samiti.The entire dharana was well managed by Bijay Pradhan,the state convenor of Ekta Parishad and  Sneha Mohanty, Kanhu Bhai, Basant Bhai, Lenka Bhai, Dolli Apa, Nihar Bhai, Sandeep Mohanty.

Repeal Sedition Law : urged Dr. Binayak Sen

Indian constitution says people are sovereign, Govt. has given an undertake in court not to use force against people but in Dhinkia, how a elected Sarapanch has been suspended by the State Govt. and peoples are being tortured to vacate their land for the sake of the proposed South Korean POSCO mega steel plant said eminent human rights defender Dr Binayak Sen in a memorial lecture on yesterday in Bhubaneswar,Orissa.

Forty Five year of displacement data says only one-third of people are being compensated in India even the oustee of Hirakud Dam in Odisha has not been fully compensated yet.

The Govt. of India says the country is developing day by day, the economic is booming but more than 40 percentage of people are suffering chronic nutrition shortage, in Orissa the figure is more than sixty said Dr Sen. According to WHO if Body Max Index[BMI] is below 18.5, there is famine like situation. The percapita consumption of grain reduced from 800 grams to 700 grams in the last five year. Twenty percent of people enjoying eighty three percent of global income and bottom twenty percent is getting only one percent. The disparity of India is more than the world figure. The Arjun Sengupta committee says more than 80 percentage of people in India living less than Ruppes 20 per day he added.

On 25th December 2010, I had been charged by the trial court in guilty of sedition, the Supreme Court granted me bail saying no evidence of sedition.

In 1922, Mahatma Gandhi had been punished for 6 years of imprisonment by the British Govt. The same United Kingdom has overthrown the law but in India still the draconian law exists.

In the name of Salwa Judam, tribal people are being taken from their villages and spearhead to kill their community people when they protest against such move like me either they are being  encountered by the police or send to custody by leveling Maoist.

An all India campaign to repeal sedition laws will start soon, PUCL and other leading human rights organizations in the country will lead this campaign with one million signatures placing before the winter session of parliament.

In an exclusive discussion with Mr Manoj Jena of Peoples Watch, Dr Sen astonished about the serious violation of human rights in the Orissa particularly increasing the attacks on human rights defenders. Mr Jena requested him to take a key role of the National campaign against Torture initiated by Peoples Watch.

The incident happened yesterday on 28th May 2011 about 10.30 am when both collector and SP reached in Gondia for a public meeting, the angry farmers questioned about the steps taken to call off the hunger strike of Er Debashis Hota, the convenor of Krushak Sangharsh Samiti[KSS] when the strike reached on 7th day.
Without answering the question, the SP threaten for dare consequences, when Mr Lenka argued about the callousness of district administration toward fulfilling the farmers demands and even not visiting the dharana place to solve the problem, he pushed by the SP then kicked and beaten severely, said how dared to become witness against me in a complaint filed by bloody Hota? Later Mr Lenka and three others were arrested under section IPC 294,341,506,186,34 IPC & 7 crpc, taken to Gondia police station.

Earlier on 24th May 2011, Peoples Watch conducted a fact finding of 146 farmers illegal arrest and tortured by the Dhenkanal police and administration. Then the case has been taken to the Orissa Human Rights Commission on 25th May 2011 [attached the petition]
This is the second incident of police atrocity against the KSS leaders where the human rights activist, forums and civil society members are very much panic about the attitude of state govt towards the peaceful farmers leaders.

Esteemed Sir,
                        On behalf of Kalinga Nagar Jamihara Chasi Surakshya Sangh[KNJCSS] we pray before your honour and draw your attention that, with knowledge of districts administration, Honb’le Chief minister, company authorities and other competent personel. The Sangha members have been sitting in the peaceful GANADHARANA in democratic way to fulfill our two genuine demands with other demands since 11.08.2010 at Danagadi Tahasil, Dist- Jajpur, Odisha. But till now both the district administration office and Chief Minister Office is silent and callous to fulfill our demands. We have also given a memorandum on dated-24.11.2010 to the Honb’le Governor Odisha at Bhubaneswar through a peaceful rally against silent activities of the govt. to fulfill our demands. Though in this stipulated period 6 months have already been elapsed but till now no steps have taken by the Govt. to fulfill our demands who have sacrificed their agriculture lands means lively hood for the development of nation. So silent and callous nature of Govt. is creating a violation of human rights for the land looser at Kalinganagar who have lost their agriculture lands for the purpose of establish of 2nd Steel Plant means for the development of state and nation. Hence for your information we submit the following grounds to take necessary steps to fulfill our genuine demands.

01.  That Late Biju Pattanaik had a great dream to eradicate unemployed problems in Odisha and it will be solved only through industrialisation. For that purpose in the year 1992 for the establishment of second Steel Plant he had held a Bhumipuja Ceremony at Jakhapura in the district of Jajpur the then district Cuttack. So many people had gathered here from every corner of Odisha felt that our long cherished hope fulfilled through this ceremony for establishment of second Steel Plant after Rourkela Steel Plant. On that meeting Biju Babu announced all land losers family and austee will get job in this project and every house and family had survey regarding unemployed and financial status of this area by the Govt. and near about 20 revenue villages acquired for the establishment of 2nd Steel Plant through Govt. notification. Biju Babu had also named this area as Kalinganagar in Bhumi Puja ceremony. In spite of demanding higher compensation by land losers on the request of Late Biju Pattanaik the farmers of Kalinganagar sacrificed their forefather agriculture lands receiving of Rs. 37.000/- per Acre as compensation money by the Govt. and had great hope their children must get job in this project with to avail other facilities as per Biju Babu Assurance.

02.  That due to failure of establishment of 2nd Steel Plant the Govt. knowingly violated all rules and regulations of rehabilitation and acquisition of land without knowledge of land losers,& village meeting (Pallisabha) in local revenue villages. The Govt. allotted all acquisition area of 2nd Steel Plant area to so many private companies through IDCO as per MOU. And in the mean time IDCO received near about of Rs. 3.5 lakhs above per Acre from private companies. Due to protest of land losers, the Govt. again paid of Rs. 63,000/- per Acre as ex-gratia money to all land losers who have lost the land for the purpose of   second  Steel Plant through 3steps and again the Govt. also assured to give job to the land losers family. Here a question arises in every mind if the Govt. had paid the genuine compensation of Rs. 37,000/- per Acre at the time of land acquisition for the purpose of 2nd Steel Plant why the Govt. paid again of Rs. 63,000/- (total =1 Lakh) per Acre to the land losers as ex-gratia.

03.  That now the land losers whose lands have allotted to TATA Steel by the IDCO (Govt.), they are receiving of Rs. 4 lakhs per Acre as compensation money. Previously the same lands have been acquired for the purpose of the establishment of 2nd Steel Plant. Here a question arises if the second Steel Plant is a Khatian all the Land losers are equal co-sharer who have lost their land for the establishment of 2nd Steel Plant. So all the land losers who have lost their land for the purpose of 2nd Steel Plant are right and genuine to obtain the same higher compensation of Rs. 4 lakhs by the Govt. like TATA acquisition area land losers at Kalinganagar. So we are demanding the same is our genuine demand.

04.  That due to lack of outlook   the Govt. rehabilitation and acquisition policy is very defective because one without loosing any cultivating land an austee is getting so many facilities like permanent job to all adults of a family, homestead land is allotted to all adults, compensation money is given for construction of new building and destruction of old building. But on the other hand a land loser who lost his total agriculture land by means of livelihood leaving his only residential house is not getting a job. That the cultivated land is source of income but residential house  is not source of income. So the farmers who had been cultivating their lands hereditary since long years ago for food, now they have lost their land for Industrial Purpose and their little bit compantation money have already expensed in different ways. So the poor land losers at Kalinganagar now land less, job less & Money less & how they will maintained their family is a question for all. Now so many land losers family are remaining on starvation without any source of income. So we are demanding to give a permanent job to each land loser family as our genuine demand.

05.  That here is a question also arises in every mind that how many industries polices will be utilized in a state because in POSCO package the Govt. has  declared to give jobs to all land losers family. & job or allowances will be given who is collecting betel leaf from Pana Baraja & also compensation  is given to the encroacher of the Govt. land but on the other hand job is not given to the land losers family and there is no Compensation is given to the encroacher of the Govt. land at KalingaNagar. Though since 1928 the major settlement operation is not done here for industrial purpose. So it is clear out that the Govt. has betrayed to the land losers of KalingaNagar. So we are demanding to get equal justice by the Govt. like POSCO package.

06.  That the Companies are violating all the Govt. rules and regulations at KalingaNagar. They are using ground water showing false plantation , creating environmental pollution. So it is found peoples in locality are suffering from so many skin & unknown diseases.

07.  That the companies are also violating the Govt. decision instead of local employment without advertisement in any local news paper they are giving job to the out siders.

08.  That with help of district administration the companies are violating the rules and regulations of land acquisition and rehabilitation because though like village Khadigatia, Kudumi Sahi, Kacheri gaon people etc. are not shifted to rehabilitation colony some companies are forcible extending their  boundary & constructing their extension plant but the district administration is totally silent to see everything like a blind but on the other hand if anybody will protest supporting  human rights the local police is arresting him in false case for suppress the illegal activities of companies at KalingaNagar.

The forum had taken its demands in different occasion starting from 4th March 2011 in a block meeting at Bhuban then the same process continued in all blocks of the district and finally on 30th March 2011 after a big meeting in the presence of eminent farmers leaders of the state in Dhenkanal stadium followed by a rally to the collectorate and submitted the memorandum in the hand of collector. On 24th May 2011, about 2am night near about 30-40 armed police men headed by IIC Town P.S, OIC Tumisingha PS and Pandua Out-Post Inchage rushed to the dharana place,taken Er  Hota while he was sleeping.

Without knowing the cause of arrest and any memo of arrest he was taken to the police vehicle even he debarred to use mobile phone to inform his relatives and co members.

On 24th May 2011 an early morning when the message spread about the arrest of Mr Hota, the members of KSS in different places of Kamakshya Nagar Block protested in road in which 145 members were arrested by the police and sent to the judicial custody.

Despite their several grievances and talk with district administration through peaceful and proper official procedure, the leaders and members of KSS were tortured, mis-behaved and uncared of their genuine livelihood demands by the administration.

  2. Intervene to stop further arrest that the Collector and SP intentionally fabricated false cases against the other members of KSS.
  3. Recommend for criminal proceedings against the perpetrators.
  4. Steps should be taken immediately to negotiate the other dharana members to call off the protest to save their lives.
  5. Steps should be taken to fulfill the genuine demands of the forum.
